The J. Edgar Hoover Building, home to the Federal Bureau of Investigation and located within the Pennsylvania Avenue National Historic Site, is one of the most prominent examples of Brutalism in Washington, DC
To assist and inform the General Services Administration’s decision making for the future disposition of the building and site, QEA prepared a National Register Determination of Eligibility (DOE) for the Hoover Building. The study provides research of the building’s historic context, which includes the history of the FBI as an agency, the development of Pennsylvania Avenue, and its place within the context of Brutalist architecture. An analysis of building’s character-defining elements and their integrity contributed to the final determination of the building’s significance. The DOE serves as an important tool and guide for GSA’s future planning for the architectural resource.
